.we need cba members to write to congressmen asking for there support of this bill.the bill would expand access to motorcycle training for all who seek or need training. it also calls for a council to advise the federal highway administrators on motorcycle friendly road and barrier designs.this is important to saving motorcyclists lives. all chapters please follow up on this letter. 4. is your insurance company lobbying against you? this last handout will get you wondering if you are using the right insurance company. it gives a list of insurance companies that use your premiums to lobby against you. cotton once again urges all chapters to copies this handout and pass it around. a list of insurance company are given in this handout.the question is do you want your premiums used to lobby for a mandatory helmet law? think about it, you may want to change companies. committee reports: 1. legislative: deb knox sam was out sick ; deb read a letter from sam. he urges that all chapters have members attend feed the legislators on opening day jan.26th 2005 ; in raleigh. sam has worked relentlessly in raleigh all year. his was instrumental in getting the right of way bill passed. he has done all the leg work with got our helmet bill through the select committee with a favorable report. he has taken time from his job that's the thing we all do everyday to pay our bills at home ; York and israel. it was these survivors who established the montreal holocaust memorial museum 25 years ago as a place of learning and reflection on one of the world's darkest eras. four years ago, the museum moved into its new quarters, where it would become recognized internationally for its educational and outreach programs. while many of the images are shocking, the museum's collection also emphasizes the quality and diversity of jewish life before, during and after the shoah. arranged in chronological pattern, the exhibits set the cataclysmic events of the holocaust against the rich, complex weave of jewish history and heritage. rare archival film footage and eyewitness testimony by montreal holocaust survivors add to the authenticity of the human experience. not forgotten in the museum's stories are the millions of non-jews who suffered and were murdered under the nazi regime. particularly moving are the oral histories presented at the video stations located throughout the museum. survivors tell their stories, show snapshots of picnics and family gatherings -- happiness and normality before the nazi horror. then the stark black and white images of cattle trains, concentration camps and gas chambers haunt their memories. "we feel we have a one-shot deal to get our message across, so the museum tells the story about who the jewish people were, how they responded to the outrages perpetrated on them and the agony of their liberation, " says marcia shuster, vice-president of the montreal holocaust centre. shuster explains that even after surviving the death camps, many jews would return to their homes to find them destroyed or occupied by others. for many, their only option was emigration and to build themselves new lives in a new country. the post-liberation period was difficult for jewish people, who often found it difficult to get visas to emigrate to other countries. shuster says canada had a particularly dismal record over issuing visas. ted bolgar was a hungarian jew who as a teenager was sent with his parents and younger sister to auschwitz. bolgar and his father survived, but his sister and mother died in the camp. in 1948, he came to canada and settled in montreal. at 83, he's retired and is now a valued member of the survivor group volunteering in the museum's education outreach program. "i felt anger and hate for some time after the war. i no longer feel that, but i do remember very well, " the genial bolgar explains as he slowly walks through the exhibition halls. it is important to retell the story of the holocaust, to keep it in the minds of new generations, he says. but the museum's story is about more than the jewish sufferings, he says. it encompasses the struggles of humanity to fight against genocide. "yet still it happens, " he sighs. Witness: dr mukesh kapila, former united nations resident and humanitarian co-ordinator for the sudan, examined. q179 chairman: dr kapila, thank you very much for coming and giving evidence to the committee this afternoon. the acoustics in this room are not brilliant. although they look like microphones, these are not actually microphones. i not sure quite what they are but they are certainly not microphones. if you could be very kind and speak up. also, i apologise that we are not as full a committee as we usually are but that is because quite a number of my colleagues are in iraq at the present moment. we divided our resources, so some of us went to sudan and some are now in iraq. it would be helpful for the committee to understand why you left the sudan in 2004 and what the reasons were for that because i think that would help us in terms of the texture of your involvement in the sudan. if you could just help us a little bit with that, that would be much appreciated. dr kapila: thank you, chairman, and thank you for inviting me to be here. i very happy to speak about my time in the sudan as the un resident and humanitarian co-ordinator in charge of development and humanitarian activities for the 13 month period between 2 march 2003 and 1 april 2004. coming to your question, the reason i left at that time, on 1 april to be precise, was because i guess my job was done. i had to do what i had to do and a certain price had to be paid, so i had to leave. in substance, you know the oycial reason that has been presented by the un which is that a new mission was expected to be headed by a special representative of the secretary-general, and it is not unusual for new missions to have new teams coming in, so that was par for the course, but behind that background lay other circumstances. one was that since about october 2003 i had taken an increasingly vocal line, raising my concerns in increasingly strident ways about the atrocities and the abuses of human rights and international humanitarian law that were being committed. gradually i moved from just expressing concern towards making accusations against the sudan government, the perpetrators of these crimes against humanity. it became quite clear that my position in sudan would no longer be tenable. in fact, at the end it was a close run thing between whether i would be thrown out of the country, ie declared persona non grata, or would leave before they had the pleasure of doing that. there were also threats against me, particularly in the last six weeks of my time there, and my security advisers felt it wise that i should leave. that was the immediate trigger, if you like, for the timing of my departure. the causes were the one i have mentioned and the other cause was inevitably one expended an enormous amount of personal political capital in trying to bring this horrendous situation to the world's attention and i guess my utility was over. q180 chairman: i think when we were there our collective experience was finding ministers, fellow parliamentarians and others in khartoum in a sort of state of denial about what was happening in darfur. did you experience a similar state of denial and, if so, why do you think that was? dr kapila: you mean a state of denial within the sudanese-- q181 chairman: a state of denial within the government in khartoum, within parliamentarians in khartoum, a state of denial as to what was happening to internally displaced people in darfur, what was happening in terms of government helicopter gun ships going out and beating up villages, not wishing to recognise in any way this was the responsibility of the government of sudan and just simply being dysfunctionally unconnected with the realities on the ground. dr kapila: no, i do not agree. to define the situation as a state of denial is to give an excuse or comfort to those who are the hideous perpetrators of these crimes against humanity. there was perfect awareness of what was going on within the sudan government, within many organs of the sudan government. in my time there i made many contacts and friends at very high levels and at other levels, in all segments of society, within the military, within the government administration, including senior ministers, senior oycials, right to the president's oyce, and in my conversations with them--and you will accept that i cannot name individual conversations but i can be open about the facts-- there was perfect awareness about what was going on. i can only refer to the period that i know about. this was a highly eycient military dictatorship whose pervasive tentacles reached throughout sudanese society and have done so for decades. there was no denial, there was perfect awareness. the external representation was, of course, denial that anything was going on based on the foundation that because access was denied to anyone from outside with any degree of objectivity they would not get found out until events had moved on.
